The New Shuttle system, including the Ina Line, officially opened on December 22, 1983. The operator, Saitama New Urban Transit Co., Ltd., is a third-sector railway company with major shareholders including East Japan Railway Company and Tobu Railway, highlighting its importance in the regional transport infrastructure.
